Resume of Incident::
On 08-30-19 at about 1410 hours, Officers observed smoke coming from a residence in the 100 block of W. Wilson Ave. As they approached the house someone from inside was heard screaming for help. The front door was locked and Officers tried to gain entry. Two citizens approached to assist Officers and force the front door open to gain entry and extract the victim. The victim was located in his wheel chair near the doorway and was pulled from the burning home. The fire seemed suspicious in nature and Andrea Doss was determined to be a suspect of Arson. Doss was arrested and transported to the Central Receiving Facility in Bakersfield CA where she was booked.

I would like to personally thank Ridgecrest Police Sergeant Dan Armogida, Ridgecrest Police Officer John Gillett, California Highway Patrol Officer Aaron Maurer (Mojave CHP Office), and Ridgecrest citizens Matt Read and Joshua Pierce for their heroic efforts today. Due to their quick thinking and selfless actions they were able to remove two subjects from imminent danger. We will provide further details on the officer’s and citizen’s actions in the coming days.

LOCATION: 400 Blk. N. Gold Canyon Dr. / 400 Blk. N. Robalo St. Ridgecrest, Ca. and the 9800 Blk. Karen St. California City, Ca.
SUSPECTS ARRESTED: Ismael Octavio Quijano Jr. (24YOA) – PC 187
Ahidee Barragan (43 YOA) – PC 32
On 08/22/19, at approximately 0010 hours, The Ridgecrest Police Department received emergency calls to the area of the 400 Blk. of N. Gold Canyon Dr. / 400 Blk. N. Robalo St. regarding a shooting and subject down. Upon arrival, Officers located a male victim suffering from gunshot wounds. The victim received immediate medical aid from the responding officers and medical personal. The victim was transported to Ridgecrest Regional Hospital for medical treatment and then transported to Kern Medical Center. The victim later succumbed to his injuries.
The Ridgecrest Police Department worked diligently over the following days to identify a suspect in this case. Through their investigation, Ismael Octavio Quijano Jr. (24 YOA) was identified as the primary suspect in this case.
On 08/27/19, at about 1800 hours, Detectives and Officers from the Ridgecrest Police Department, with the assistance of the California City Police Department, conducted surveillance on a residence in California City where Quijano Jr. was alleged to be at. While surveilling, Quijano Jr. was seen leaving the residence with Ahidee Barragan in a vehicle. Detectives contacted both occupants in the 9800 Blk of Karen St. in California City, Ca. Both were taken into custody. Barragan was arrested for PC 32 –Accessory, as she had knowledge he was the primary suspect in this case and appeared to be assisting him in evading capture. Quijano Jr. was arrested for PC 187 – Murder.
Both suspects were booked into Kern County Jail.

LOCATION: 300 W. Wilson Ave.
CHARGES: PC 29800(a)(1) – Felon in possession of firearm
PC 20305(a)(1) – Felon in possession of ammunition
SUSPECT: David Haynes -40 YOA Ridgecrest resident
On 08/25/19, at approximately 2335 hours, Ridgecrest Police Officers were on patrol when they contacted David Haynes in the 300 block of W. Wilson Ave. It was learned that Haynes was on probation with search terms. During a search of his vehicle, a loaded firearm was located along with several rounds of ammunition. Haynes is a convicted felon and is prohibited from being in possession of the firearm and ammunition. He was arrested and later booked into the Kern County Jail – Mojave.
