Wisconsin Governor’s Bold Move: Revising State Law to Use ‘Inseminated Person’ Over ‘Mother
The Democrat governor of Wisconsin, Tony Evers, is coming under fire for proposing a budget proposal that would replace the terms “mother” and “inseminated person” in several sections of state law to “parentage” and “paternity,” respectively.
The budget proposal for the fiscal year 2025–2027 from the Evers government suggests changing a number of additional gendered words as well. When “wife” or “husband” are mentioned in the proposal, “spouse” is used instead. Otherwise, “father” is replaced with “parent,” and “mother” is replaced with “parent who gave birth to the child.”
The Joint Committee on Finance of the state Senate presented the budget on Tuesday.
In a post on X, Wisconsin radio presenter Dan O’Donnell referred to the language shift as “beyond parody.” Sen. Mike Lee, a Republican from Utah, wrote the simple phrase “red flag!” in his comment on the article.
The phrasing modifications prompted a comment from the Republican Governors Association (RGA).
“Latest left-wing push” by Evers is “offensive to mothers,” according to a statement from RGA executive director Sara Craig. “Every mother I know feels the same way: being a mother is the greatest privilege I will ever have in my life. Our society is doomed if Tony Evers can minimize motherhood to a “inseminated person.”
Evers stated during the budget proposal’s introduction that his plan would, among other things, remove the income tax on tips, shield homeowners from rising property taxes, and upgrade the state’s infrastructure. He did not, however, bring up the bill’s wording.
For the past few years, there has been a cultural war over gendered language, with arguments over phrases like “birthing person” instead of “mother” and “chestfeeding” instead of “breastfeeding.”

Additionally, “‘sex’ is not a synonym for and does not include the concept of ‘gender ideology,’” according to the order.
Another edict on gender ideology, titled “Keeping Men out of Women’s Sports,” was issued by Trump earlier this month. The purpose of the rule is to stop transgender athletes from competing against female competitors.
