New York, NY – As Americans continue to navigate rising living costs despite stabilizing inflation, the Empire State is stepping up once again with renewed stimulus efforts this summer — including the return of STAR property tax relief payments and the introduction of a BABY stimulus benefit.

Stimulus payments are a direct method for federal and state governments to inject money into households during tough economic times.

These payments not only ease the financial burden on individuals, but also serve as an economic booster, encouraging spending and helping to stave off recession.

While the federal government has not confirmed any new rounds of Economic Impact Payments (EIP), New York is continuing to provide financial relief at the state level.

A Quick Look Back at Federal Stimulus

The COVID-19 pandemic marked a devastating economic downturn in the U.S., with unemployment rates not seen since the Great Depression.

In response, the federal government issued three rounds of stimulus checks—the final being the $1,400 payment in March 2021. Citizens had until this past tax season to claim any missed third-round payments.

Despite persistent rumors, no additional federal EIPs have been confirmed by the White House.

What is the New York STAR Program?

The School Tax Relief (STAR) program offers annual property tax relief to eligible homeowners.

This summer, New York has resumed sending STAR checks to qualifying residents, aiming to reduce the financial burden of housing in one of the nation’s most expensive states.

To qualify for STAR:

  • You must own your home and it must be your primary residence
  • Your household income must be under $500,000
  • You must have filed your 2023 income taxes
  • Your address must be updated with the NYS Tax Department

BABY Stimulus: A New Benefit for Growing Families

In addition to STAR, New York’s 2025 budget includes a one-time Birth Allowance for Beginning Year (BABY) stimulus. Families on public assistance who recently welcomed a newborn can receive a $1,800 payment. This can be used for:

  • Baby-related expenses
  • A starter college fund
  • A child savings account to access at 18
