Breakthrough Arrests Made in Central District Shooting

On Sunday, June 18, 2023, at around 7:12 P.M., San Francisco Police officers from the Southern and Central Stations responded to several locations in the Southern and Central Police Districts due to a reported shooting leading to multiple vehicle collisions. Three crime scenes were discovered at these locations: Beach and Stockton Streets, The Embarcadero and Kearny Street, and The Embarcadero and Howard Street.

SFPD officers arrived at Beach and Stockton Streets upon receiving multiple reports that individuals in a white sedan and a black SUV were exchanging gunfire while driving eastbound on Beach Street. The suspects continued this exchange as they traveled through various city streets.

During this incident at Beach and Stockton Streets, three uninvolved vehicles were hit by gunfire. A 48-year-old man inside one of these vehicles sustained non-life-threatening injuries from broken glass caused by the gunfire. He was taken to a local hospital for treatment.

The vehicles continued south along The Embarcadero. At the intersection of The Embarcadero and Kearny Street, the white sedan struck a 10-year-old girl, and the black SUV struck a 16-year-old boy, both pedestrians crossing The Embarcadero. The 10-year-old girl was transported to a local hospital with non-life-threatening injuries, while the 16-year-old received on-site treatment for non-life-threatening injuries.

Both suspect vehicles continued south on The Embarcadero. At the intersection of The Embarcadero and Howard Street, the black SUV collided with a fixed object and came to a stop. The white sedan fled the scene. Officers detained the two occupants of the black SUV, a 28-year-old woman and a 33-year-old man, both of whom had been hit by gunfire during the incident. They were taken to a local hospital for treatment. The man initially faced arrest in connection to this incident but was later released pending further investigation. The woman was treated and subsequently released for her non-life-threatening injuries.

An investigation by the Night Investigations Unit revealed that the individuals in the Infiniti were involved in a series of auto burglaries in the Northern Police District and Central Police District before the shooting incident. Three individuals in the Infiniti were identified as Richard Tuiasosopo, Xavier Pittman, and a male juvenile.

The San Francisco Police Department Night Investigations Unit, in collaboration with the District Attorney’s Office, Major Crimes Unit, pursued arrest warrants for Richard Tuiasosopo, Xavier Pittman, and the male juvenile.

On 10/18/2023, various units of the San Francisco Police Department, including the Night Investigations Unit, Special Investigations Division, Fugitive Recovery Enforcement Team, Crime Gun Investigation Center, Community Violence Reduction Team, Burglary Unit, Tactical and Specialist Team, and Robbery Unit, arrested Xavier Pittman and the male juvenile. Richard Tuiasosopo was already in custody at Santa Rita jail for unrelated charges.

Search warrants were executed in four Bay Area counties with assistance from the Richmond Police Department, the Vallejo Police Department, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the South San Francisco Police Department. This operation resulted in the seizure of thirteen handguns, four assault-style rifles, and a significant amount of ammunition.
